An excerpt from "Your Foal: Essential Training for the Young Horse":
Before we begin, know the following: There are different types of things that can scare your foal. There's "stuff that might touch and spook my horse" and there's "stuff that doesn't touch my horse but spooks him anyway." Stuff that might touch your horse includes the halter, the hoof pick, the lead rope, your hands, etc. It includes things that you commonly find around the barn, things that you have ready access to and can pick up and hold in your hand. When you hear the old cowboy's phrase "sacking out," that's what folks are referring to then, rubbing a common object on the horse or around him till he becomes accustomed to the point of boredom. (Clinton Anderson likes to say they'd be afraid of their tails if they were born without them but woke up one day to find flowing hair there stuck on their rumps.)
