An excerpt from "Your Foal: Essential Training for the Young Horse":

Can't even get the whip to the horse? Back away and lightly smack the whip on the ground, snaking it about, toward the horse but back away before he can move off. If he does move away, keep moving the whip with the same intensity until the horse stops moving, then start again. (If he moves off and you stop your twirling, you're sensitizing him to the whip as described earlier – which is the opposite of what we want to accomplish.) Build on this till you can raise the whip to his shoulder and finally touch him with it, however briefly. In other words, "start where you can." With more timid or younger horses, you may have only a second or two before he moves off. If this is the case, start with a millisecond build from there.
