An excerpt from "Your Foal: Essential Training for the Young Horse":

Moving on: Use the "rope part" of your whip to desensitize the horse's back legs. Bring the whip aside then smoothly toward the back legs, causing the rope to wrap around or between the legs. Give the rope a few tugs and do whatever wacky thing you can think of to get the horse accustomed to being touched there. Keep in mind that horses that kick back at objects that unexpectedly touch their feet are telling you that they'd do the same to your head if you fell off. Trust me, spend quality time desensitizing those back legs.
