Practice this "advance/retreat" maneuver several billion times. Raise the whip, scratch the horse's back for 15 seconds, lower the whip and say something positive. One thing I like to do to break up the repetition is to occasionally simply turn my back on the colt and walk to the opposite side of the arena where I'll just hang out for thirty seconds or so. Horses are naturally curious and this can often pique their curiosity and cause them to become more "into" you. It mixes things up, can break up a good stalemate, and helps to keep the horse interested in you. (And it certainly reduces any threat he might feel.)
